CSAH 20 Reconstruction

Detailed Project Overview
The CSAH 20 Reconstruction project will begin with Phase 1 and will include the construction of a 140’ diameter roundabout at intersection of CSAH 10/CSAH 20 (often referred to as the “Y-intersection”) and the reconstruction of CSAH 20 up to Newton Ave. Phase 1 will also include the construction of a cul-de-sac on Territorial Street east of the roundabout and the closing of the north leg of Carter Street. The fire station will be given direct access to CSAH 20 across from the south leg of Carter Street. During Phase 1 regional traffic will be detoured around the City and local traffic will be detoured on local City streets (See links for maps of the detours).
Phase 1 will begin with removals and then will include the construction of storm water treatment ponds on the north side of CSAH 20 near Newton Ave, construction of storm sewer ranging in sizes of 12”-36”, construction of the CSAH 20 roadway which consist of 6” of bituminous, 12” aggregate base, and 12” of select granular material and CSAH 10 which consist of 7” of bituminous, 12” aggregate base, and 12” of select granular material. This portion of the roadway will also include raised concrete medians, 8.5’ bituminous trail on the north side, a 6’ concrete walk on the south side of CSAH 20 from CSAH 10 to Carter Street, and a large concrete block retaining wall on the east side of the roundabout. 
The existing well house that currently sits in the center of the “Y-intersection” will remain in the center of the roundabout. The existing overhead utility poles are planned to be relocated around the outside of the roundabout and the roundabout will be lit with overhead lighting.
Phase 2 will begin once Phase 1 is completed and open to traffic. Phase 2 will consist of reconstructing CSAH 20 from Newton Ave to 500’ east of Paul Ave, the construction of a 144’ diameter roundabout at the intersection of Paul Ave/CSAH 20, and the overlay of Paul Ave from CSAH 20 to CSAH 24. Phase 2 will begin with removals and will include the construction of storm sewer ranging in sizes of 12”-30”, construction of the CSAH 20 roadway which consists of 6” of bituminous, 12” aggregate base, and 12” of select granular material. This portion of the roadway will include raised medians near the roundabout at Paul Ave, 8.5’ bituminous trail on the north side, and an 8.5’ bituminous trail on the east side of Paul Ave from CSAH 20 to the first school entrance.
Several utility poles will be relocated or adjusted near Newton Ave and near Paul Ave and the roundabout will be lit with overhead lighting. The roundabout at Paul Ave/CSAH 20 will be open to traffic on the north, east, and south legs for the first day of school on September 7, 2010. The west leg of the Paul Ave/CSAH 20 roundabout will remain closed until substantial completion which is November 1, 2010. The final lift of bituminous and final striping between the two roundabouts will be placed by June 30, 2011.
