Funding Administration

Bolton & Menk Aviation Group staff has extensive knowledge of the aviation funding sources available to communities. We have assisted in updating the Capital Improvement Program (CIP) for several General Aviation Airports to best utilize the funding sources available and meet each individual airport's development goals. We assist our clients with all submittal deadlines and documentation requirements including CIP development, project programming forms, grant requests, and project closeout reports.

Bolton & Menk has the experience to assist you with project development and implementation under the required programs in order to maximize the use of Federal Entitlement Dollars as well as state and local funds. We understand the difficulties of obtaining local funding and can assist our clients in maximizing funding in order to develop and maintain an airport to meet local needs.

Our strong experience in working with the Federal Aviation Administration (FAA) to develop a project schedule that meets the criteria for discretionary funding is critical for the successful completion of most airport development projects. Project Justification
Project justification is one of the primary necessities to receive federal or state grant funding. This justification involves documenting users that require airport improvements to meet their needs. This work is often developed in the Master Plan, laid out in the Airport Layout Plan (ALP) and documented in the Purpose and Need of the Environmental Assessment (EA).

Bolton & Menk has developed a project justification process that has been praised by both FAA and the Minnesota Department of Transportation (Mn/DOT) for its detail and acceptance, and often results in approval of funding for projects. Our aviation staff has a working knowledge of FAA requirements, and has worked directly with local officials, key users and pilots to document the aircraft operations in order to meet project justification requirements.
