This is a Minnesota process of reviewing for the potential environmental impacts of a proposed project. Its purpose is to determine whether a more in-depth Environmental Impact Statement (EIS) must be performed. If an EIS is not required, a declaration of minimal impacts (negative declaration), similar to a Finding of No Significant Impact (FONSI), is accepted by the Responsible Government Unit (RGU). If an EIS is required, the EAW serves as the scoping document defining the topics to be covered in the EIS.
This review takes about 3 to 6 months to complete and is typically used by Cities and Counties, but on occasion, by state agencies
