Project Memorandum

The project memorandum (PM) is used for Class II Actions (Categorical Exclusions) in order to obtain Minnesota Department of Transportation (Mn/DOT) and Federal Highway Administration (FHWA) environmental clearances. It may also be used for coordination with other agencies and the public. It is prepared as early as possible in the project development process, while still addressing the environmental requirements necessary for approval.

Social, Economic and Environmental (SEE) Impacts are reviewed to determine whether there will be any significant impacts to SEE. This review is conducted on a specific highway project and evaluates the impacts to the environment.

A Project Memorandum normally takes about 1 - 2 months to complete.
