CSAH 12, Scott County, Minnesota
County State Aid Highway (CSAH) 12 in Scott County is a two-lane collector roadway that runs along the north side of Spring Lake and connects CSAH 17 and Trunk Highway (TH) 13. It is the only roadway corridor traveling between Spring Lake and Prior Lake. Primary adjacent land uses includes urban, rural, and lake front residential properties.
Bolton & Menk, Inc., was hired by Scott County to work with the County, City of Prior Lake, and area residents to complete the preliminary and final design of the roadway and underlying utilities.
Significant challenges included the existing alignment with many direct driveway accesses as well as the reconstruction realignment of CSAH 12 through Spring Lake Regional Park. Identification of existing deeded and prescriptive right-of-way, an effective public involvement process, roadway and pedestrian safety, context sensitive design considerations, innovative storm water management techniques, and coordination with an adjacent develop to accelerate a portion of the design and construction all became essential elements for the successful completion of the CSAH 12 project.
Bolton & Menk has completed the preliminary design as well as the final construction documents for the two and one half mile stretch of county road as well as construction administration for the first phase, realignment at Spring Lake Regional Park. The first phase began construction in the fall of 2005 and was completed in 2006 (0.6 miles, $2.0 million in construction costs). The second phase, TH 13 Intersection Improvements, was constructed in 2007 (0.4 miles, $2.4 million in estimated construction costs). Remaining phases will be constructed in 2010 (Phase 3: 0.5 miles, $2.3 million in estimated construction costs and Phase 4: 1.2 miles $2.5 million in estimated construction costs).
