TH 13 at CSAH 12 - Scott County, Minnesota

County State Aid Highway (CSAH) 12 in Scott County is a two-lane collector roadway that runs along the north side of Spring Lake and connects CSAH 17 and Trunk Highway (TH) 13. It is the only roadway corridor traveling between Spring Lake and Prior Lake. Adjacent land primary use includes urban, rural, and lake front residential properties. Bolton & Menk, Inc. was hired by Scott County to work with the County and City of Prior Lake to prepare the preliminary and final design plans.

 

As part of the project, improvements to the TH 13 intersection were advanced to take advantage of available state cooperative agreement funding and coordinate with adjacent land use changes in process. Improvements to the intersection included: realignment to increase intersection sight lines, median and turn lanes, multi-use trail extension, and storm water management.

 

Bolton & Menk worked closely with City staff, two separate adjacent developers, and the developers’ planners and engineers to simultaneously plan and design the transportation and land use improvements. Bolton & Menk facilitated planning efforts that included access locations, internal roadway connectivity, regional ponding and infiltrations, trail connectivity, and right-of-way needs. Our efforts continued through final design and construction. This required close coordination of critical infrastructure connection points, including sanitary sewer and water, storm sewer and treatment, streets, and trails. Through careful planning and meticulous design coordination, the mutually dependent transportation and land use improvements were constructed in 2007.
