INFRASTRUCTURE PLANNING & DEVELOPMENT

Many clients look to Bolton & Menk for direction and leadership in addressing infrastructure issues. Our team of experienced engineers and specialists will analyze needs and develop a course of action that is well-suited to each client's particular planning goals. We can design and manage a comprehensvie approach to address inflow/infiltration, pavement management, water/wastewater, storm water flooding, transportation, signalization and other infrastructure issues. As part of the planning process, environmental and regulatory considerations are addressed and reviewed. As options are identified, we provide detailed scope, cost and scheduling data necessary for you to effectively plan improvements and evaluate your funding options, including eligibility for federal, state and other funds.

STREET & HIGHWAY DESIGN

Bolton & Menk offers a wide range of highway, street and transportation design and project management services. We have provided roadway design for such diverse projects as streets in new subdivisions, downtown reconstruction and state highways. As part of this process, we routinely work closely with clients and affected property owners throughout the planning, design and construction phases to make the finished project a successful and complimentary part of the community’s transportation system.

Our staff works regularly on projects funded through the Federal Highway Administration and the State Department of Transportation and is well acquainted with the design and administration requirements for such projects.

STORMWATER MANAGEMENT

Bolton & Menk Water Resources specialists use storm water management technology to help communities make better use of existing drainage facilities and cost-effectively plan for growth and changing land use. Using established and innovative analysis and design techniques, we can provide solutions to meet local storm water needs, ranging from improvement of existing system flood capacity through new detention basin development to enhancement of surface water quality through fully integrated storm water facility planning. Our services include not only planning and design, but also direct assistance with administration of local surface water management responsibilities such as LGU activities, wetland conservation review, NPDES permitting, storm water hazard evaluation, system mapping and similar services.

WATER SUPPLY, DISTRIBUTION, STORAGE & TREATMENT

Every community needs an adequate and efficient water supply. Our engineers are experienced in reviewing and analyzing water systems. Our engineering services for water systems include water utility studies and master plans, development of groundwater and surface water supplies, water storage and distribution systems, control systems and water treatment facilities. We also provide hydraulic analyses of distribution systems, water rate studies, construction contract administration and technical operations assistance.

WASTEWATER COLLECTION & TREATMENT

Bolton & Menk’s experienced staff, always striving to keep up-todate with the latest design methods and state-of-the-art technology, provides total project assistance from the initial evaluation, studies and design, to construction administration and start-up operations.

Our wastewater collection and treatment engineering services include collection system analysis and design, collection system rehabilitation design, lift station design, inflow/infiltration analysis and wastewater treatment facility design. We also provide construction contract administration and technical operations assistance.

AIRPORTS

We provide expertise in airport planning, assisting in the preparation of master plans, airport layout plans, zoning maps, ordinances and capital improvement plans. Bolton & Menk has helped many communities implement their airport plans and is familiar with state and federal standards for contract and bidding documents as well as construction contract administration. Through our many ongoing projects, we maintain a close working relationship with state and federal aviation personnel.

PARK & RECREATIONAL FACILITIES

Bolton & Menk has coordinated many park and recreational facility projects, including improvements such as picnic shelters, comfort stations, boat launches, playgrounds, tennis courts, campgrounds, and beaches. Athletic field experience includes baseball and softball, track and field, football and soccer complexes. We also assist in comprehensive park planning.

SURVEYING

In addition to design services, we offer a full range of construction staking and land surveying services. Because we are integrated with out design data, we can be efficient in providing the construction staking services our clients need.

Our surveying and mapping staff offer competitive services with accuracy and efficiency, using state-of-the-art technology such as robotic electronic data collection, GPS (global positioning systems) and several CAD platforms.

CONSTRUCTION CONTRACT ADMINISTRATION

As your project progresses to construction, Bolton & Menk's engineers and technicians provide additional construction phase services. We offer construction observation and staking to monitor the progress of the construction, communicate with the public and provide you with current and reliable information for budgetrs and schedules.


Belle Plaine Water Works Complex

The City of Belle Plaine was a fast growing community on the banks of the Minnesota River and had envisioned expanding their water distribution system to accommodate areas beyond existing corporate limits. Belle Plaine has existed for over 150 years on the relatively level sand plains until recent development pressures moved communities to the bluff vistas overlooking the scenic river valley. The City of Belle Plaine retained Bolton & Menk, Inc. to investigate options for establishing a new water pressure zone that could serve the several thousand acres of desired property that was rapidly being purchased by developers.

In conjunction with the City's Comprehensive Water Works Plan, Bolton & Menk, Inc. produced a feasibility report identifying aspects such as the need for the project, the potential locations for water distribution and storage improvements, the estimated costs and a time schedule for recommended improvements. Four major components were identified and recommended as part of a phased approach to create the upper pressure zone in the City of Belle Plaine.

The first component addressed two needs of the City; rectify the existing water storage deficit and provide a water reservoir to readily supply the soon-to-be created upper pressure zone. Bolton & Menk, Inc. recommended a 500,000-gallon ground storage reservoir be constructed on a bluff near the southwest corner of the City. The tank is approximately 55-feet in diameter with a 28-foot head range, matching the overflow of the existing elevated storage tank located in the center of the City. The constructed reservoir is a wire-wound pre-stressed concrete tank constructed to AWWA D110, Type III Tank standards and was brought on-line in December of 2003 at a construction cost of $540,000.

The City of Belle Plaine retained Bolton & Menk, Inc. for design and construction services for the second and third components, which provided the "pressure" in the upper pressure zone. The Kittson Boulevard Booster Station was designed to supply water to the entire upper pressure zone, consisting of several thousand acres of developable land. The station has three pumps and delivers water from the ground storage reservoir to a new 400,000-gallon steel elevated storage tank. The pump station consists of two 1,000 gpm rated 60 HP pumps and one 500 gpm rated 20 HP pump. The pump station is provided with a standby power generator and a variable frequency drive (VFD) to accommodate start-up growth. The booster station and elevated tower were brought on-line in January of 2006 at a construction cost of $563,000 and $746,000, respectively.

The fourth component of the upper pressure zone consists of the piping to create the distribution network to new developments. Bolton & Menk, Inc. has prepared a feasibility study for extending large-diameter watermain along the bluff, thereby providing access to the described water improvements to multiple developers. The City continues to consider this project and is in close contact with landowners and developers that ultimately drive the need to complete the project.
