Hasting's Lock and Dam Road No. 2 Improvements Wins 2 Awards The City of Hasting's Lock and Dam Road No. 2 has won the 2001 Minnesota Public Works Association Project of the Year - Environment Award and the 2002 City Engineers Association of Minnesota Project of the Year. For more than forty years, the approximately 90-acre site located between the Mississippi River and Lake Rebecca in the City of Hastings has been a multi-use area combining access to the Army Corps of Engineer's Lock and Dam No. 2, a Koch Industries petroleum tank farm, Department of Natural Resources boat launch access to the Mississippi River, and the City of Hastings' lake Rebecca Park. During the 1990's, the tank farm was removed and investigations were initiated by Koch to determine the levels of any residual soil contamination within the site. Under the direction of the Minnesota Pollution Control Agency, Koch prepared a Site Investigation Report which concluded that there were elevated concentrations of petroleum products in the soils and elevated concentrations of lead which resulted from paint chips that were generated during the dismantling of the petroleum tanks. A subsequent Site Remediation Report, also prepared by Koch, presented plans to clean up the site by removing the petroleum contaminated soils from the site and encapsulating those soils containing the lead-based paint chips under a new roadway being planned jointly by the City of Hastings and the Army Corps of Engineers. The plan for a new roadway was being developed by the City and the Corps to dually address the functional use of the existing Lock and Dam Road and to plan for the future use of the river front site. While access to their facilities was the road's primary use for the Corps, the City set their sights on the redevelopment of Lake Rebecca Park. Minnesota Public Works Association
