City of Rushford 2016 Street & Utility Improvement Project

Project Overview

The City of Rushford is planning the 2016 Street & Utility Improvement project, which includes improvements along South Burr Oak Street and Hillcrest Drive.  As part of the project, these streets will be completely reconstructed, which includes replacement of street surfacing and base, curb & gutter, as well as watermain, sanitary sewer, and storm sewer utilities.
The total cost of the proposed improvements is currently estimated to be $990,000.  Special assessments will be levied against properties along each street, in accordance with the City’s assessment policy.

Project Schedule

The project was evaluated by the City Council in several stages.  In 2015, Hillcrest Drive and South Burr Oak Street were included in a city-wide infrastructure analysis, which recommended full reconstruction for these two streets.  On February 8, 2016, the City Council ordered a feasibility report to evaluate improvements along Hillcrest Drive and South Burr Oak Street.  On March 14, 2016, the City Council accepted the feasibility report and called for a hearing on the proposed improvements.

A neighborhood informational meeting was held on April 7, 2016.  The Improvement Hearing was held on April 11, 2016, and the City Council ordered preparation of plans and specifications after the hearing.  On May 9, 2016, the City Council approved the plans and specifications and ordered bids for the project.  On June 9, 2016 bids were accepted, with the low bidder being Generation X Construction from Rushford, MN.  Following the bid opening, the City Council deliberated award of the contract at meetings on June 13, 2016, June 27, 2016, and July 5, 2016.  At the July 5, 2016 meeting, the City Council awarded the construction contract to Generation X.

Construction is currently scheduled to begin the week of July 25th.  Work is scheduled for completion in October 2016, except for the final layer of asphalt, which is scheduled for completion in June 2017.
