Project Overview

The City of Winsted is planning to complete improvements to various components of its infrastructure along the Kingsley Street corridor. This project will preserve the investments that the City has made in its infrastructure with proper and timely repairs and replacements. Improvements to pedestrian and vehicular facilities will provide greater mobility, connectivity, safety and improved quality of life for all users. The project consists of various components including the following:

  • Reconstruction of Kingsley Street from Baker Avenue to McLeod Avenue. The street will be reconstructed to provide two way traffic with parking on the west side only. Curb & gutter will be constructed along the entire corridor.
  • Construction of a trail/sidewalk along the east side of the street from the Southview Park to McLeod Avenue. This will be a bituminous trail constructed behind the curb and gutter connecting the existing Southview Park trail to McLeod Avenue.


Various utility Improvements are planned for the watermain, storm sewer and sanitary sewer systems are planned. These improvements will provide better utility service to the area as well as address several recurring maintenance issues along the corridor.

Project Schedule

The project was awarded on April 5, 2016 to R & R Excavating from Hutchinson. Construction will begin this spring with substantial completion in the fall. Final cleanup and restoration will take place during the spring of 2017. Please check back here periodically as more detailed construction schedules will be posted when they are developed.

R&R Excavating has indicated that they plan to begin work on the project during the week of June 13th. This is a tentative schedule and could potentially be moved back due to inclement weather. Please continue to check this site for updates to the construction start date. 

June 8, 2016, Project Schedule Update

Construction is on track to begin early in the week of June 13th. Crews will work Monday through Friday starting at approximately 7:00 AM. The project area will be under construction for the remainder of the summer and into the fall with substantial completion scheduled for October 15, 2016. Final cleanup and punch list work will be ongoing until mid-June of 2017.

May 22, 2017, Construction Update

Spring cleanup and final restoration work is ready to begin. Crews will be on site over the next couple weeks working on cleanup and punch list items. The final lift of blacktop will also be installed on the street after the majority of the cleanup items are taken care of. Additionally, the Southview Park trail will be paved along with the roadway. Crews will be on and off the site taking care of turf, planting and landscape replacement as time allows so please be prepared for construction vehicles and personnel to come and go throughout the day.

We ask that if anyone has questions or concerns about yard grading, turf or plantings please call Michael Jabs at 612-269-9970 and let him know of your concern so that the contractor has time to make the necessary corrections.

All remaining work will be completed under traffic no additional road closures are planned.


November 28, 2016, Construction Update
Work Completed to Date:

Construction is now substantially complete and all roads are open to traffic. Construction work is now under winter suspension and will commence again after spring road restrictions are lifted. A number of items including final paving, striping and punch list items remain to be completed in the spring.

Please note that since the turf restoration and landscape plantings were installed late in the year they will be reviewed in the spring and any dead plants or grass will be replaced prior to final acceptance of the project. Please notify one of the project contacts if you have any issues with turf restoration, plantings, general landscaping or any other items pertaining to the project.  

All remaining work will be completed under traffic no additional road closures are planned

  • Street Crews will continue to work on grading and other preparations to build the new street.
  • Street crews will begin placing aggregate street base after grading and drying operations are complete. This is anticipated to begin around mid-week.

  • Electrical crews will be installing new lines and equipment for the new light poles which will be installed at each intersection from Baker Avenue to McLeod Avenue with the exception of South Shore Drive.
  • Street Crews will be working on grading and other preparations to build the new street. Street grading and preparation will begin at the south end of the project near Baker Avenue and proceed north.

July 13, 2016, Construction Update

  • Utility crews have completed the installation of new watermain between Rosalie Avenue and McLeod Avenue.
  • Private utility crews have completed relocation of various underground lines throughout the project.  
  • Utility crews have completed installation of the new Kingsley Lift Station forcemain from Baker Avenue to Rosalie Avenue.   
  • Utility crews have completed the installation of new watermain between Baker Avenue and Sherman Avenue.
  • Street crews have removed the old asphalt surfacing from the street. 
  • Tree Clearing crews have removed all trees and brush that were in conflict with new improvements.
  • Xcel Energy crews have completed the removal of all existing overhead lights in preparation for new street lighting. They have also relocated a pole near Rosalie Avenue that was in conflict with the proposed trail.
  • Traffic control including signs and barricades have been set up for the street closure.

Work Scheduled to be completed from July 13th to July 20th:      

  • Utility crews will connect the new Kingsley Street Lift Station force main to the existing force main and abandon a portion of the existing force main pipe.
  • Utility crews will be removing the temporary water supply piping that was set up to provide water service to homes along the work area. All homes will then be served by the underground municipal water system.   
  • Utility crews will resume installing new storm sewer piping from Sherman Avenue to McLeod Avenue after the watermain and forcemain work is complete.  

Traffic Notes:

Please remember that during and after rain events the streets will be soft and muddy.  Please use side streets as much as possible and drive slowly and carefully while taking the shortest route away from the construction area.    


July 5, 2016, Construction Update

  • Tree Clearing crews have removed all trees and brush that were in conflict with new improvements.
  • Xcel Energy crews have completed the removal of all existing overhead lights in preparation for new street lighting. They have also relocated a pole near Rosalie Avenue that was in conflict with the proposed trail.

  • Utility crews will be completing the final work on the new watermain system this week. This work will be located between Rosalie Avenue and McLeod Avenue. Once complete, utility crews will remove the temporary water system that was set up to provide water service to homes along the work area during the construction. All homes will then be served by the underground municipal water system.
  • Utility crews will resume installing new storm sewer piping from Sherman Avenue to McLeod Avenue after the watermain work is complete.

  • Utility crews will be installing the new Kingsley Street Lift Station forcemain piping from Baker Avenue to Rosalie Avenue.
  • Utility crews will be setting up temporary water service to those properties between Rosalie Avenue and McLeod that will have long term water shutdowns. Those properties will be individually notified prior to connection.
  • Utility crews will be begin working on watermain installation between Rosalie Avenue and McLeod Avenue. Short term water shutdowns will be necessary to complete this work. The exact times and durations of these shutdowns will be communicated by means of a memo delivered to each affected property.

Water Notes:

Due to extensive watermain reconstruction, stained or discolored water may be observed by residents adjacent to the project area. If discolored water is observed please turn on a couple different faucets, preferably an outdoor spigot or laundry tub, and run the water for a few minutes or until it clears up. If problems persist, please call one of the project contacts to report the issue.


June 16, 2016, Construction Update

  • Xcel Energy crews have completed the removal of all existing overhead lights in preparation for new street lighting. They have also relocated a pole near Rosalie Avenue that was in conflict with the proposed trail.  
  • Traffic control including signs and barricades have been set up for the street closure.

Work Scheduled to be completed from June 16th to June 22nd:      

  • Utility crews will be setting up temporary water service to those properties that will have long term water shutdowns. Those properties have already been individually notified.
  • Street crews will be removing the existing asphalt pavement and curb and gutter.
  • Tree clearing crews will be removing trees and brush that are in conflict with proposed improvements.
  • Utility crews will be working on watermain installation between Baker Avenue and Arthur Avenue. Short term water shutdowns will be necessary to complete this work. The exact times and durations of these shutdowns will be communicated by means of a memo delivered to each affected property.  

Noise Notes:
Please be aware that utility installation and heavy construction in general is a fairly loud operation that may cause an inconvenience to those who may be sensitive to noise. We appreciate your patience regarding this unavoidable inconvenience.

June 8, 2016, Construction Update

Beginning early the week of June 13th construction crews will begin removing the existing curb and gutter, street pavement and trees in preparation for construction of the new improvements. Only trees marked with paint will be removed. Please contact one of the project contacts if you have questions about tree removals. As previously mentioned, if you have any items near the existing curb and gutter that you would like to save please move it prior to Monday June 13th. Anthony Sellner will be the RPR for this project and his contact information can be found on the Project Contacts page. Anthony will be on site during construction and will coordinate water shutdowns, access interruptions, etc. with residents.  We ask that you contact the RPR to help identify sprinkler systems, invisible dog fencing and any other items that are unique to your property. Anthony will be the main point of contact for all construction-related questions and concerns that you may have and please do not hesitate to contact him for any reason.

Kingsley Street from Baker Avenue to McLeod Avenue will be closed to thru traffic and under construction. During this time local access to driveways will be maintained to the extent practical.  Residents should expect localized driveway closures during the daytime construction activity.  Please be aware that during and after rain events the streets will be soft and muddy.  During these times, we advise you to drive slowly and carefully while taking the shortest route away from the construction area.


May 26, 2016, Construction Update

These construction updates will provide information on the construction progress as well as traffic news and notes for the Kingsley Street Project.

Beginning the week of June 13th construction crews will set up barricades and close the street to through traffic. Local traffic will be allowed within the project limits but all other traffic will be required to use alternate routes. Please slow down and use caution when traveling through the construction zone and minor delays should be expected. Crews will also begin removing the existing pavement and curb and gutter. If you would like to transplant any plants or shrubs or salvage any landscape items located within the boulevard area please do so prior to June 13th. Please continue to place your garbage receptacle at the end of your driveway on the appropriate day. Construction crews will move it to a location where it can be picked up.
