Project Summary

Project map The project involves street and utility reconstruction improvements including storm sewer, water main, and sanitary sewer replacement along the Avenues bound by Shady Oak Road, Hwy 7, Mainstreet, and 17th Avenue.

A map of the project area is shown to the right. The project will be constructed in multiple phases over the summer of 2016 by Northwest Asphalt, Inc.

Project Status, Schedule & Updates

The contractor, Northwest Asphalt, is scheduled to pave the final layer of asphalt pavement on Tuesday, October 18 and Wednesday, October 19, weather permitting.

During the paving process, on Tuesday and Wednesday, there will be no parking on the street until the day after that street has been paved. Streets will remain open to residents during the paving process to maintain access to their homes. If you need to drive over the fresh asphalt, please keep your speed low to avoid spinning your tires and harsh turning motions. We want to prevent any tire marks in the new pavement since this is the final layer.

Construction Updates

The contractor, Northwest Asphalt, has completed paving the final layer of asphalt pavement on 18th Ave N, 19th Ave N, 20th Ave N, 2nd St N, and 3rd St N. Only a few clean up items remain on these streets before the project is complete.
 
Northwest Asphalt is scheduled to pave the final layer of asphalt pavement on 21st Ave N and 4th St N next week, weather permitting. A separate notice will be handed out to individual properties when an exact date is known. Sod is being placed on 4th St today and other miscellaneous items will be wrapping up over the next week.

FAQ's

Q: How long will it take to complete this project?
The project is scheduled to begin in Mid-April and be substantially completed in October, 2016. Two major phases of construction are proposed. The first phase includes 18th, 19th, and 20th Avenues which are anticipated to be substantially complete by mid-July. Once these streets are paved, the contractor will begin on the 2nd phase involving the remaining roadways in the project area.

Q: What work will be done on the project?

  • Replacement of the sanitary sewer system along 18th, 19th, and 20th Avenues as well as 21st Avenue between 2nd St N and the extension of 3rd St N.
  • Replacement of the watermain system along 18th Ave N, 19th Ave N, 20th Ave N, and 2nd St N
  • Replacement of sewer and water services along 18th, 19th, and 20th Avenues, as well as 21st Avenue between 2nd St N and the extension of 3rd St N. Water services will also be replaced along 21st Avenue between the extension of 3rd St N and 4th St N.
  • Storm sewer replacement throughout the project area.
  • Street pavement reconstruction throughout the project area.
  • Concrete paving of the existing gravel section of alley between the northerly end of 18th Ave N to the east toward 3rd St N.
  • Trenchless watermain reconstruction between 20th and 21st Ave N, at 3rd St N, and between 18th and 20th Ave N, under the regional trail (HCRRA ROW)

Q: Will streets be closed during the project?
During working hours, some access will be restricted as the street is under construction. The City will work with the contractor to minimize the duration and extent of closures.

Q: What options are there to pay my special assessment for the project?
Several options are available, including:

  1. Prepaying the amount in part or in full before it is certified to the Hennepin County tax roll
  2. Letting the assessment be added to your tax bill over the next 15 years (not a separate bill, a line item included with your regular tax payment)
  3. Deferring payment of the assessment until a later date (property owner must qualify based on several factors)

Most commonly, property owners tend to choose the 2nd option. Property owners are encouraged to review their options in detail, including the deadlines for each option and interest on the assessments.
