With any growing and changing community, a vision of short- and long-term goals is needed. The City of Forest Lake recognized this need and collaborated with Bolton & Menk to create a master plan for their parks, trails, and open spaces.

Bolton & Menk worked with the community to prioritize and develop a plan for these future goals. By collecting data and inventory, Bolton & Menk classified 34 parks using the National Recreation and Park Association Guidelines. The master plan established a maintenance budget and priorities to assist in the CIP. Park, trail, open space, and facility needs were identified through analyzing growth patterns, identifying capital improvements and maintenance practice changes, leading public involvement and workshops, and identifying potential funding sources.

A new Parks and Trails Master Plan with refined vision, goals, and objectives was adopted by the city council. Since adoption, we have been helped the city incrementally implement different segments of the bikeway infrastructure as part of their annual roadway projects. Park retrofits (including trail segments) are also slated to begin.
