A community engagement program resulted in educated property owners with minimal complaints during the largest construction project in the City's history.
Old TH 14 Turnback

Public utilities within Old Highway 14 were over 60 years old. Watermain breaks, significant amounts of I&I into the sanitary sewer, undersized storm sewer, and failing streets plagued this one-mile stretch of roadway that bisects the City of Janesville.
Bolton & Menk assisted the City in the development of a Turnback Agreement between Waseca County and MnDOT. Through this agreement, MnDOT fully funded the storm sewer and surface improvements for the reconstruction of the highway through the City. In addition to full infrastructure design services, Bolton & Menk administered the contract through the City and provided overall construction observation in conjunction with MnDOT.
Numerous open houses were coordinated throughout the design process to educate and engage the community. The meetings facilitated great discussion in design with adjacent property owners. These discussions resulted in educated property owners with significantly less complaints throughout the largest construction project in the City's history.
