The city wanted to maximize on-airport land uses to attract business development. Bolton & Menk completed a master plan to evaluate airport user needs over the next 20 years. The plan evaluated runway alternatives, including extensions, environmental impacts, cost, on- and off-airport development impacts, zoning implications, and compatibility with local community plans. Throughout the master plan other city land uses were evaluated to ensure off-airport impacts were acceptable to meet community planning needs and airport zoning requirements. The city saw benefits to completing the financial feasibility analysis portion of the master plan to maximize their use of available funding resources. The analysis focused on allowing the airport to be maintained, operated, and developed in an efficient manner.
