Due to River Oaks Park doubling in size, the City of Big Lake needed to update their Master Plan.

River Oaks Park is a 21-acre community park located on the Elk River. The park recently doubled in size due to the addition of a former RV campground, resulting in the development of an updated master plan. The park improvements included a splash pad, large pavilion, parking lot, structured playground, natural playground, trails, overlook, disc golf, RV camping, picnic area with shelter, canoe landing, and horse shoe pits. Bolton & Menk led the master plan process and also provided phasing, an opinion of probable cost, and grant application assistance.
As a result of this park master plan, Bolton & Menk provided support for an overall parks and trails master plan for the Big Lake community. All existing parks were inventoried, an online survey was created, and public meetings were held to engage the community in the process. Needed amenities were identified and priorities were created to give direction and support for the park and trail improvements. Bolton & Menk assisted the city with two Greater Minnesota Regional Parks and Trails Commission Legacy applications for River Oaks and Lakeside Park.
