The city wanted to pave the airport's existing turf runway. Paving the runway impacted the Luce Line Trail, one business owner, nine residential land owners, the location of a township road, and an existing natural gas line running under the runway.

Bolton & Menk coordinated with the Minnesota Department of Natural Resources, Winsted Township, and Northern Natural Gas Company to determine sufficient alternatives for the proposed project. Mitigation strategies included relocating an underground pipeline, a gravel township road, and one business owner, as well as acquisition of approximately 66 acres. Coordination results were included in the environmental assessment and the outcome was a Finding of No Significant Impact.

The city council is now well-prepared for the potential future runway paving. Completing the environmental assessment makes future project elements eligible for federal funding.
