Responding to the aftereffects of a devastating tornado and a derecho, the City of Marshalltown completed a master plan for the downtown business district in 2019. In 2020, Bolton & Menk was hired to refine the vision of the master plan and develop a cohesive strategy for implementing the outcomes of the previous planning study. Components of this project focused on defining the character of the streetscape environment, evaluating various parking scenarios, a comprehensive pavement management plan for downtown, and the consideration for transitioning one-way streets back to two-way traffic.

Bolton & Menk partnered with the city to design the State Street reconstruction for six blocks directly adjacent to downtown. The project includes full underground infrastructure replacements, including storm sewer, sanitary sewer, and water main. In addition to reconstructing the existing street and sidewalks, an elevated two-way cycle track was incorporated into the design. The elevated cycle track helped to ensure safety for pedestrians while rerouting them through the downtown area. The project will be the first phase of a multiphase project to improve and promote growth downtown, meeting the goals established in 2019.
