Two Harbors Airport Terminal Building Wins MCOA Award

We are proud to share that the Terminal Building Replacement at the City of Two Harbors’ Helgeson Field Airport has been named Intermediate Large General Aviation Airport Project of the Year by the Minnesota Council of Airports (MCOA).

The project replaced a 700-square-foot terminal originally constructed in 1981 that no longer met ADA requirements and was nearing the end of its service life. With rehabilitation costs too high, the city pursued a new facility designed to better serve pilots, passengers, and the community.

Bolton & Menk partnered with the City of Two Harbors to pursue funding through the FAA Bipartisan Infrastructure Law Airport Terminal Program. The successful $1.2 million application supported construction of a new 1,200-square-foot terminal that meets ADA and local building code requirements. Construction began in summer 2024 and was substantially completed in March 2025.

The new terminal features large airfield-facing windows that maximize natural light and provide views of runway activity. Funding included a 95 percent FAA share, with an additional MnDOT Infrastructure Investments and Jobs Act (IIJA) match funding eliminating the local share entirely.
