Angie Smith, Environmental Planning Division Leader | Associate
Minnesota Environmental Quality Board, Public Member – Congressional District 5
Angie Smith, based in our Plymouth, MN location, serves as a Public Member in Congressional District 5 on the Minnesota Environmental Quality Board. Serving a four-year term from December 2024 to December 2028, Angie represents the constituents of Congressional District 5 and effectively advances decision-making processes that protect and enhance Minnesota’s environmental quality. Her work as a Public Member helps Minnesota achieve a healthy and sustainable environment for both today and for future generations.
About Angie
A strong advocate for sustainable natural resources protection and restoration, Angie is the environmental planning division leader at Bolton & Menk who began her career in 1996. She leads the environmental planning work group and oversees the cultural resources and natural resources teams. Angie facilitates environmental coordination efforts before, during, and after projects commence and advances environmental planning initiatives across the organization. She strives to ensure our actions today set up future generations’ success.
About the Minnesota Environmental Quality Board
The Minnesota Environmental Quality Board is a forum for leadership and coordination across Minnesota state agencies on complex, priority environmental issues. As a public-facing board, the EQB strives to engage Minnesotans and provide greater access to conversations regarding the future of our environment.
The Board has a responsibility to address issues affecting our water, land, air, energy, and climate. In addition, the EQB functions as the coordinating body for Minnesota’s Environmental Review Program.
Darrin Rickbeil, PE, Transportation Project Engineer
ITS Minnesota, Chairman of the Scholarship and Career Guidance Committee
Since 2023, Darrin Rickbeil of our Plymouth, MN location has held the position of Chairman for ITS Minnesota‘s Scholarship and Career Guidance Committee. He is responsible for soliciting scholarship applications to local universities and high schools, selecting scholarship recipients, and awarding scholarships at the ITS Minnesota Annual Meeting. Darrin enjoys the ability to empower students to pursue their dreams by making education more affordable.
About Darrin
Darrin started his career in 2017 as a transportation project engineer. He has diverse experience in the areas of design, vehicle detection technology, fiber optic communications, data collection and analysis, and ITS field work. Darrin has worked on a variety of projects for several clients throughout the Midwest, including MnDOT, NDDOT, WisDOT, Iowa DOT, Illinois Tollway, Kansas DOT, and Minnesota Valley Transit Authority. He specializes in design, plan preparation, utility coordination, and the development of special provisions, quantities, and estimates. Darrin has a passion for helping people and finding safe and sustainable solutions to help communities thrive.

Stephanie Boyum, Senior GIS Specialist
Minnesota GIS/LIS Consortium, Past Conference Chair
Stephanie Boyum, senior GIS specialist in our Duluth, MN location, serves as Past Conference Chair for the Minnesota GIS/LIS Consortium. Wrapping up her three-year term, Stephanie supports the current Conference Chair with the MN GIS/LIS Annual Conference. This opportunity has been an incredibly rewarding experience, allowing her to help shape the event’s impact, foster meaningful connections, and bring together professionals to strengthen Minnesota’s geospatial community. Seeing the first-hand dedication behind the Consortium’s success and the importance of building professional relationships has been truly fulfilling.
About Stephanie
Stephanie is a senior GIS specialist delivering geospatial solutions that empower smarter decision-making since 2014. Stephanie supports clients across northern Minnesota by managing geospatial data, developing intuitive web-based tools for data visualization and editing, and producing high-quality cartographic products. Her technical expertise includes building interactive web maps and dashboards, leading mobile data collection initiatives, and configuring ArcGIS Online environments. She is also recognized for her leadership in cross-functional teams, ensuring that GIS solutions align with client goals and project objectives.

The Minnesota GIS/LIS Consortium is a nonprofit organization dedicated to fostering collaboration, education, and innovation in geographic and land information systems throughout the state.
