Grandview Avenue Earns APWA IA Project of the Year Award
The City of Muscatine’s Grandview Avenue Reconstruction project received Project of the Year recognition at this year’s American Public Works Association IA Chapter fall conference. The Grandview Avenue project received top marks in the Transportation category for projects costing more than $2.5 million.
The City of Muscatine faced a significant challenge with the outdated and unsafe Grandview Avenue corridor. The existing infrastructure, which included a mix of urban and rural sections, lacked proper drainage, pedestrian safety features, and efficient traffic management. Businesses along the corridor struggled with access issues, particularly in the southern half, where the absence of curb and gutter led to multiple, unregulated access points. The intersection at Sampson/Houser and Grandview also required realignment to meet safety standards and integrate with the city’s shared use path network.
To address these issues, Bolton & Menk collaborated with the City of Muscatine to deliver a comprehensive reconstruction plan. The project included the creation of two-way left turn lanes, improved drainage systems, public utility upgrades, and enhanced access management. Safety features such as rectangular rapid flashing beacons, ADA-compliant street crossings, and improved lighting were integrated into the design. The northern half of the corridor was converted from four lanes to three, with a center turn lane to facilitate traffic flow for more than 10,000 daily vehicles. The southern half was similarly upgraded to ensure adequate business access while maintaining traffic efficiency for 6,000 vehicles-per-day.
Through these efforts, the Grandview Avenue corridor was transformed into a safer, smoother, and more sustainable route for travelers. The project not only improved traffic flow and business access but also significantly enhanced public safety with new pedestrian pathways, street lighting, and crossing features. The successful completion of the project, achieved through constant communication and coordination with stakeholders, resulted in a positive outlook for the community and a more functional and aesthetically pleasing corridor.
