Joe Rhein Presented with CEAM Service Award 

Joe Rhein, principal engineer in our Oakdale location, received a Service Award from the City Engineer’s Association of Minnesota for his outstanding service as the Conference Planning Committee’s Co-Chair from 2009 to 2023. During this time, Joe managed the operational delivery of every annual conference, including managing the conference planning committee, preparing conference content, and working with the venue and their staff. Stepping back from the co-chair position, Joe was thanked by everyone for his hard work and dedication to the organization.  

Joe started his engineering career in 1990 with a focus on serving municipalities. His satisfaction comes from helping clients develop and implement programs, policies, and projects to improve their infrastructure and benefit their community. Joe has worked on all aspects of improvement projects, including planning, design, and construction. His experience includes sanitary sewer, water systems, stormwater management, streets, parking lots, trails, and site development, with funding from local, state, and federal sources. He is skilled at projects that require public involvement and interaction with local officials. He believes communication is key—that information leads to understanding, which is the path to acceptance.
