Bolton & Menk participated in developing four of the small area plans that provided guidance for areas of growth and change.
When undertaking its 2040 Comprehensive Plan Update, the City of Edina wanted to provide additional guidance for areas most likely to accommodate new growth. The city preceded its comprehensive plan update with a series of small area plans for six locations. The plans covered all topics addressed in the comprehensive plan with detailed guidance on issues such as development type, scale, and intensity. Bolton & Menk worked on the small area plans and overall comprehensive plan update. The planning process involved a bridging element to ensure a previous visioning exercise was fully integrated into the plan update.
We led the development for land use, housing, community health, energy and environment, water resource, and implementation plan elements. An extensive community engagement process included community-led advisory committees for small area plans and collaborating with city boards and commissions to gather guidance on specific chapters.
The resulting draft plan was completed in 2018. The small area plans adopted in advance of the full plan were incorporated in the full document.
