The TH 24 and Hemlock Intersection Improvements project solved a decade-long problem and facilitated an economic expansion within the City of Annandale. TH 24 became more than just a roadway, it became an extension of the city’s values, commitment to its citizens, and ultimately a gateway into the City of Annandale itself.
Since Annandale Elementary School opened in 2013, morning drop-off and afternoon pick-up times created frustration for the district, parents, and the community. When the nearby Annandale Care Center requested an additional access to TH 24 for a new facility to create 40 jobs and provide a home for 42 elderly residents, it was time to address the corridor deficiencies along the three-lane undivided highway with limited pedestrian facilities.
Bolton & Menk facilitated collaboration with all stakeholders from preliminary design through construction. We developed a roundabout with modified approach angles meeting MnDOT requirements, allowing construction within the existing highway right-of-way and access to the Annandale Care Center's new facility.
A 10-foot-wide concrete walk was extended to provide safe pedestrian accommodations with marked crossings. The frustrating Annandale Elementary School entrance was reconfigured to allow only right turns at the exit, resulting in free-flowing traffic. Landscaped center medians reduced the roadway impervious percentage, helping protect the Pleasant Lake watershed. The relocation of all private utilities prior to construction and innovative construction subcontractor scheduling allowed the project to be completed under budget and ahead of schedule.
