Jacqueline Thompson, PE, Municipal Project Engineer | Associate
American Public Works Association – North Carolina – Secretary
Jacqueline Thompson, municipal project engineer from our Raleigh location, started a three-year term as Secretary for the American Public Works Association – North Carolina Chapter. This year marks the first time the secretary’s role has been separated from the chapter administrator position. Jacqueline will be stepping in to collaborate with the chapter board, coordinating and communicating with the division boards. She will be responsible for developing agendas, taking meeting minutes for the chapter board meetings, and assisting in organizing the chapter as changes are made throughout the year concerning committees, communications, and correspondence.
Jacqueline has been a member of APWA since 2016, with three years of service in the North Carolina chapter. She has actively participated in various committees and divisions. In this new role, Jacqueline will have the opportunity to connect with public works professionals from different organizations and municipalities and contribute to the ongoing development of the chapter for years to come.
About Jacqueline
Jacqueline is a project engineer who began her engineering career with Bolton & Menk in 2014 following a two-year internship. She completes preliminary and final designs of street and utility improvements for various municipalities and counties. She has additional experience performing construction observation and quantity documentation while communicating with residents and city staff on street and utility improvements, new residential subdivisions, intersection improvements, sanitary sewer lining, and various infrastructure improvements. Jacqueline loves the fact that she is helping improve neighborhoods and city infrastructure and is making a difference in people’s daily lives.
About APWA North Carolina
APWA-North Carolina is a group of public works professionals across the state of North Carolina that all have a common goal of advocating, celebrating, promoting, and educating within the community for public works professionals. This organization provides multiple networking opportunities throughout the year to meet people in similar fields. The North Carolina chapter is made up of six divisions that provide training and networking opportunities specific to an individual’s discipline. The divisions include leadership and management, facilities and grounds, equipment services, solid waste, stormwater management, and streets. The chapter also has more than a dozen committees including awards and scholarships, membership, education and training, and young professionals.
Joshua Reinke, PE, Traffic Senior Project Manager
Triangle Community Coalition – Board Member
Joshua Reinke, traffic senior project manager from our Raleigh location, started a three-year term on the Board of Directors for the Triangle Community Coalition (TCC). Joshua is very excited to embark on this role, as the organization has always been very welcoming and has encouraged him to become more active within TCC. He has helped with Bolton & Menk’s engagement within the organization and was their representative for the TCC Coffee Chat sessions that Bolton & Menk sponsored in 2024. Joshua hopes to help TCC gain more traction with the transportation committee that started last year and to encourage more partners in the development community to get involved in TCC.
About Joshua
Joshua is a traffic senior project manager who began his career in 2001. He has a passion for promoting growth in the private traffic engineering sector and helping young traffic engineers realize their full potential. He excels at leading teams and delivering effective traffic analysis reports, while helping shepherd projects through planning board and council meetings to obtain project approvals. Joshua’s enthusiasm for teaching, coaching, and motivating others is evident in his work. He strives to inspire and empower his colleagues to achieve their goals and contribute to the success of their projects and the overall success of Bolton & Menk.
About Triangle Community Coalition
Triangle Community Coalition is a non-profit, non-partisan organization that influences land use policy that encourages a balance among economic growth, development, the environment, and community needs, while advocating for private property rights. TCC primarily focuses on the Raleigh/Durham/Chapel Hill area and its surrounding municipalities, encouraging open discussion between the development community and staff and elected officials from the local municipalities through various events and meetings.
John Cock, AICP – Transportation Planning Group Leader | Principal
Charlotte Area Transit System Public Transportation Advisory Committee – Appointed Representative for Davidson, North Carolina
John Cock, Transportation Planning Group Leader from our Charlotte location, started a three-year term on the Public Transportation Advisory Committee for Charlotte Area Transit System. The Public Transit Advisory Committee (PTAC) is responsible for providing recommendations and feedback to the Metropolitan Transit Commission (MTC). John will serve as the appointed representative for Davidson, North Carolina, in northern Mecklenburg County. He is excited to share the perspective of a regular transit user and a multimodal transportation planner. John will also be advocating for improved multimodal transportation options for the citizens of our region. The free transit pass is a nice perk, too!
About John
Over the last two decades, John has worked on community wide and corridor plans, Complete Streets, and sustainable transportation, transit, and land use planning projects with national and local agencies, non-profit organizations, and numerous communities across the Southeast and Midwest. A transportation practice leader at Bolton & Menk, John has special expertise in the areas of planning and design for walking and bicycling, land use and transportation integration, Complete Streets design, transit corridor planning, mobility hub development standards, project management, and group facilitation. He has participated in transit station and transit-access projects in urban, suburban, and rural contexts. He is a regular regional commuter bus rider.
About the CATS Metropolitan Transit Commission
The Metropolitan Transit Commission (MTC) is the policy board for the Charlotte Area Transit System (CATS) and has responsibility for reviewing and recommending all long-range public transportation plans. The MTC is provided with public input and guidance by The Public Transit Advisory Committee (PTAC), which was established by the MTC effective January 1, 2025, through an interlocal agreement between the City of Charlotte, Mecklenburg County, and the six towns.
About the Public Transportation Advisory Committee
The Public Transit Advisory Committee reviews the CATS proposed operating and capital budgets and transit policies, while serving as a forum for suggestions and concerns about CATS services.
