The TH 13/CSAH 21 intersection and CSAH 21 corridor in downtown Prior Lake were inefficient for traffic movement. Various studies conducted over two decades failed to find a universally accepted solution, despite a plan being approved in 2005, due to ongoing disputes over access, mobility, and community needs.
Bolton & Menk initiated a visioning study as part of an innovative public engagement effort to build trust and find a widely supported solution. This approach reset discussions and surfaced key community priorities.
As part of the larger vision, we focused our efforts on creating a road to enter rather than cut through downtown Prior Lake. Bolton & Menk evaluated improvements to local intersections and roads, considering traffic flow, pedestrian safety, and potential expansion of transit services by Minnesota Valley Transit Authority (MVTA). Our review included reconfiguring transit stops to alleviate pedestrian-vehicle conflicts.
Through months of creative concept development, public consultation, and agency collaboration, we achieved consensus with MnDOT, Scott County, and the City of Prior Lake on a new design featuring two ¾ intersections and roundabouts. The improved traffic flow and safety, and enhanced downtown aesthetics, create a welcoming gateway effect. Moreover, bus pull-offs were moved and incorporated into the urban design to facilitate safer, more convenient transit use and access to nearby parking, further supporting the community's transportation needs.
