The comprehensive plan and downtown master plan set a transformative framework for sustainable growth, historic preservation, and community-driven development in Hendersonville.

Sectors

Hendersonville’s comprehensive plan, adopted in 2009, was envisioned as a 20-year plan. While changes to the zoning ordinance were adopted following implementation, the adoption of suggested strategies and actions related to city goals was staggered, and in some cases, unaccomplished altogether. The plan required a thorough update, including determining which goals and strategies were still relevant and adding new goals and policy framework for sustainable growth over the next 25 years. Bolton & Menk assisted Hendersonville in updating their comprehensive plan, building on the foundation of the original plan with a precise strategy for implementation. The plan renewed the city’s collective commitment to policy goals in addition to their influence on city ordinances.

Developed concurrently with the comprehensive plan, the Downtown Master Plan provides a comprehensive framework for future growth, preservation, and development. It aligns with local policies, offering guidance for projects affecting the city's planning jurisdiction. Bolton & Menk implemented key elements including design guidelines to ensure developments reflect the downtown's historic charm, promote pedestrian-friendly spaces, and respect nearby neighborhoods. The plan covers Main Street, 7th Avenue, and adjacent areas, focusing on enhancing streetscapes, public spaces, and trail connections. Character districts and focus areas outline opportunities for infill development and improvements. The plans were unanimously adopted by the city council in 2024.
