Youngsville Bypass Transportation Feasibility and Impact Analyses

The Town of Youngsville is home to NC 96, a major thoroughfare for commuters and freight traffic. As one of the only crossing points of a major railroad, Main Street is frequently congested. The town and CAMPO identified the need for a series of new roads to serve as a bypass for the town. As part of an overall Metropolitan Transportation Plan (MTP) update, CAMPO wanted to better define the alignment and expected costs and benefits of a portion of the bypass.

Bolton & Menk worked with the NCDOT, CAMPO, the Town of Youngsville, and Franklin County to examine travel patterns in the area and identified and analyzed three potential alignments to understand their impact on traffic flow and safety, as well as their costs, benefits, and impacts on properties and natural resources. Bolton & Menk developed a preliminary engineering design and cost estimate, including traffic control options, and provided concept-level design drawings to CAMPO. CAMPO will include the concepts in their MTP, ensuring the Town and MPO are working toward the same vision for the future.

Bolton & Menk has since used the findings to develop a federal Better Utilizing Investments to Leverage Development (BUILD) grant application for the Town and is currently working with the Town to develop National Environmental Policy Act (NEPA) documentation for the project so that it can be shovel-ready for federal funding. Bolton & Menk also supported an application for CAMPO' Locally Administered Projects Program, which was awarded more than $9 million for final design and construction.
