OJRSA and Oconee County were interested in exploring the feasibility of extending sanitary sewer in and around Fair Play and Townville, SC. This study included technical analysis and stakeholder engagement to explore the viability and public support for these infrastructure improvements, focusing on a 20-year planning timeline. Bolton & Menk facilitated stakeholder meetings, prepared a project website with a survey, led a public workshop, and completed the report’s planning portion, including data analysis, policy review, and map preparation. More than 140 survey responses provided critical insight into sewer infrastructure priorities and concerns. A partner firm used the planning effort to produce infrastructure analysis, feasibility, and build-out. Results and recommendations were presented at a council meeting.

A second study took a more comprehensive approach to a county-wide planning analysis, including a sewer upfit and build-out plan by the same partner firm. It involved three public presentations/open houses, a project website with educational materials, and an online survey. The survey received 382 responses. The results considered the Fair Play study and analyzed upgrades to the existing public sewer system as well as the development of new sewer to support growth.
