The City of Panama City Beach experienced a large amount of upstream flooding and beach erosion in recent years from Hurricane Sally and other large storm events. The Lullwater Offshore Outfall project included the modeling of a 935+/- acre coastal drainage basin for the various storm events and determining the tidal influence on the drainage basin with a type III 100-year storm event. The design consists of a dual 84-inch culvert pipe to be placed 1,500 linear feet offshore into the Gulf of Mexico under the seafloor. The proposed culvert is designed to handle the 100-year event of more than 500 cfs. The design also includes several upstream BMPs to reduce pollutant loading from entering the Gulf of Mexico.
