A recommended alternative was agreed upon by project partners that remedies many concerns plaguing the corridor.

The NW 4th Street (CSAH 20) corridor serves an important role in providing access and connectivity to local routes traveling to/from West Brainerd as well as regional trips traveling north of the Mississippi River from TH 210. Elevated traffic delays, high crash rates, lack of pedestrian facilities, and other issues exist within the corridor and will only get worse as traffic is projected to increase.

Bolton & Menk studied the CSAH 20 corridor to address safety issues at the intersection of Jackson Street and at the intersection of Highway 210. Recommendations included the installation of a roundabout at the intersection with Jackson Street, installation of a continuous median from the roundabout to the Highway 210 intersection, addition of a trail for pedestrian safety, and changes to the intersection layout and traffic signal phasing to provide more effective traffic operation and reduce traffic backups.

The corridor study was used by the city and county to successfully apply for LRIP funding. Bolton & Menk hosted a project open house, prepared two Intersection Control Evaluation reports, completed the final corridor design, and prepared the construction documents, which included assistance with easement acquisition, ADA improvements, stormwater system upgrades, signal system upgrades, and challenging construction staging requirements. The project is currently under construction.
